In the "opinion": (7) to speed up the upgrading of mines. Promote the mechanization upgrading and transformation of small and medium-sized mines and the automation and intelligent upgrading of large-scale mines, accelerate the intelligent construction of mines with serious disasters and high altitudes, and create a number of automated and intelligent benchmark mines. Underground mines shall establish systems for personnel positioning, safety monitoring and control, communication and liaison, self-rescue by air pressure and water supply and rescue. New construction, renovation and expansion of metal and non-metal underground mines in principle, the use of filling mining method, can not be used should be strictly demonstrated. Small and medium-sized metal and non-metal underground mines shall not have more than 4 production levels of simultaneous mining. An online safety monitoring system shall be established for tailings ponds, and one-time dam construction shall be adopted for newly built small tailings ponds of the fourth and fifth grades.

The implementation of this regulation will encourage mining enterprises to increase investment in technological innovation and research and development, introduce advanced mining technology and equipment, and improve the overall operation level. At the same time, it will also promote the transformation and upgrading of the entire industry to achieve green, efficient and sustainable development.
